City of Buffalo
The City of Buffalo Division of Purchase is the central purchasing agent for supplies, materials, equipment, insurance and contracts for service, and it awards to the lowest responsible bidder. Formal bids cover goods and services projected over $20,000, are advertised in the legal and public notice section of The Buffalo News, and can be downloaded from the online Bid Retrieval section. To get on the bidders lists: complete the vendor application PDF, indicate the products and services you can supply from the commodity list, and mail or fax it to Purchasing at 716-851-5231. Answer every inquiry you get, because a vendor who fails to answer three inquiries can be removed from the list. The Bids and RFPs page sorts open opportunities by category, title, closing date and bid number, and past postings have included a custodial chemical, chemicals and supplies contract for the city, its agencies and authorities.
Two city rules to price around. Contractors must comply with the Buffalo Living Wage Ordinance (Buffalo City Code section 96-19), which applies to contracts where the city pays or receives over $50,000 and the employer has at least ten employees. Separately, a valid license is required to conduct certain kinds of business inside city limits, with the Office of Licenses coordinating reviews by Building Inspection, the Fire Prevention Bureau, the Health Department, Police and Zoning, and Permit and Inspection Services issuing contractor licenses. Erie County
The Erie County Division of Purchase posts current bids and available contracts and runs a mailing list that emails you when new bids or RFPs go up. That signup is the highest value five minutes of admin in this guide. The office is in the Edward A. Rath County Office Building, 95 Franklin Street, 12th Floor, Buffalo, 716-858-6395. Submit the vendor's list application to 95 Franklin Street, Room 1200. Purchasing then sends a detailed item list for each commodity category you checked, and vendors who fail to return it are never established on the bid list. That is where most vendors quietly fall off.
Erie County bids also publish through BidNet Direct, which asks vendors to register with the Empire State Purchasing Group. One more rule: effective December 30, 2024, all contractors and subcontractors must be registered with the New York State Department of Labor to qualify for public works covered by Article 8 of the Labor Law. NYSDOL estimates roughly three to four weeks to review an application and issue a Certificate of Registration, so start it before the bid you want posts.
Buffalo Public Schools and the Water Authority
The Buffalo Public Schools Purchase Department invites all businesses and organizations to participate in district procurement. Electronic submittal is allowed and encouraged through the BPS Bonfire portal, and mailed or delivered responses must include two printed copies plus one electronic copy. A missing copy is a rejected bid.
The Erie County Water Authority runs an Open Vendor Policy welcoming all potential bidders. Formal bids are advertised in local publications and distributed from the ECWA Service Center at 3030 Union Road, Cheektowaga. Informal quotations go only to registered vendors who completed the New Vendor Application, and informal quotes are usually the smaller, more winnable jobs.
New York State
The New York State Contract Reporter is the state's official site of procurement activity. State agencies, authorities, state universities and public benefit corporations advertise opportunities valued at $150,000 or more there, and many New York municipalities, libraries and schools post there too. All services are free and registration is required to use the site and receive bid notifications. The Office of General Services also publishes a bid calendar of centralized contract solicitations. Route density decides your margin. Pick two clusters, own them, then add a third.
The medical corridor. The Buffalo Niagara Medical Campus sits on 120 acres downtown, with over 150 companies and nine member institutions employing about 16,000 people, including Roswell Park Comprehensive Cancer Center, Buffalo General Hospital and the University at Buffalo School of Medicine. You will not win the big institutions cold. The work for a company your size is the ring of private practices, specialty clinics and labs around them. Cheektowaga and the airport. Cheektowaga is Buffalo's second largest suburb after Amherst, 89,877 residents in 2020, and the census designated place includes Buffalo Niagara International Airport. Flex space, light industrial, logistics and the businesses feeding them.
The Southtowns. Southern Erie County, Hamburg as its largest village, Highmark Stadium and the Erie County Fair grounds in the area. Fewer competitors per building, and suburban owners answer the phone.
UB's orbit. Three campuses over 1,346 acres: North Campus in Amherst, the 153 acre South Campus on Main Street, and the Downtown Campus in the medical corridor. Housing operators and small professional buildings sit around each.
Three Buffalo organizations worth joining
- Buffalo Niagara Partnership. The regional chamber, privately funded, with members employing more than a quarter of a million people and a board of 75 drawn from top regional employers and academic institutions. - BOMA Greater Buffalo. A federated chapter of BOMA International whose membership expressly includes associate members that supply services to commercial real estate.
