Virginia Beach City Public Schools

Effective January 1, 2026, VBCPS posts all solicitations exclusively through Beacon Bid: goods, services, professional services, construction, and capital projects. You have to be registered in Beacon Bid to get notifications and access opportunities. Euna OpenBids (formerly DemandStar) is no longer used. The division still runs Oracle as its e-procurement and purchase order system, so if you already transact there, that side continues. The division has solicited custodial scopes before, including a "Custodial Basic Products" solicitation due August 5, 2025, so the category is live.

eVA and Norfolk

Virginia's statewide system is eVA at eva.virginia.gov. All state agencies and institutions are required to use it, registration is free, and every bidder must be registered before a contract is awarded.

Register in Norfolk too, since downtown Norfolk is about 10 miles from the Virginia Beach Central Business District. Norfolk posts solicitations on the City website, on OpenGov, and on eVA. No registration or fee is required to respond to an active solicitation, but automated notices only come if you register through OpenGov (secure.procurenow.com/portal/norfolk) or eVA. Norfolk's purchase tiers create a real opening for small firms: direct purchases of $5,000 to $9,000 must be quoted by a small, woman, or minority owned (SWaM) certified vendor, and for $10,000 to $49,999 the City takes three quotes, one of which must be from a SWaM certified vendor. If you qualify, get certified. It puts you in a shorter line.

One warning before you spend a week on pricing: some services solicitations carry a bid guarantee. A Norfolk services solicitation required a bid bond, certified check, or cashier's check payable to the Treasurer, City of Norfolk, for five percent of the total bid, with the original sealed document mailed within two business days.
