Three channels win commercial cleaning contracts in Bakersfield, and the order matters. Outbound (calling and emailing the person who signs the janitorial invoice) is the fastest route to a signed account: weeks from first call to walkthrough. Public bids with the City of Bakersfield, Kern County, the school districts and the state are slower and price driven, but the work is recurring and most of your competitors never finish the free registration that gets them notified. Referrals from the chamber, BNI chapters and property managers cost the least and take six to twelve months to produce steady volume. Run all three. Let outbound pay this quarter while networking builds next year.
The honest ranking: outbound, bids, referrals
Bakersfield anchors the Bakersfield Delano metro, which covers all of Kern County and had a 2020 census population of 909,235, the 62nd largest metro in the country. That is a wide service area with a modest number of large buildings, so most owners here end up with a few anchor accounts and a long tail of small offices, clinics and churches.
- Outbound, first for speed. You control the volume. The trade-off is that it is a numbers game. Plan on dozens of dials and emails per walkthrough, and expect most buildings to be mid contract when you reach them.
- Public bids, second. Published, predictable, open to anyone registered. The trade-off is price and timeline. A city or school janitorial award can run three to six months from posting to start date, and low bid wins more often than you want.
- Referrals, last for speed and first for margin. Property managers, commercial brokers, HVAC techs and groundskeeping crews walk through the buildings you want. The trade-off is patience. Nobody refers a contractor they have met twice.
Public bids: two portals cover almost everything
Every agency below uses PlanetBids or Public Purchase. Register on both, once, and you cover most of the public janitorial work Kern County produces in a year. All of these registrations are free.
City of Bakersfield
The city posts open solicitations on its City of Bakersfield bid opportunities portal. The city's vendor guide points you to bakersfieldcity.us under Doing Business, then Bids and Contracts, and supplier registration happens on that same city website. City notices state that you must register as a vendor first to appear on the Prospective Bidders List and to receive addenda. A missed addendum is a thrown out bid.
Two things to know about how the city buys. Purchases greater than $40,000 must go through a formal bid process, and awards go to the lowest responsible bidder based on factors including references and experience. That word "responsible" is your opening: keep a current reference list of Bakersfield buildings you clean, with contact names and phone numbers, and attach it to every bid. Past city solicitations have included an annual contract for janitorial maintenance of a five story plus basement 50,000 square foot building, and a March 2026 RFP for daily biohazard cleanup in the Downtown, Central and Old Town Kern neighborhoods.
Kern County
Kern County tells vendors the most important step is registering on the Purchasing Agent's Bidders List, hosted at PublicPurchase.com. Select every applicable NIGP commodity and service code for janitorial, custodial, window cleaning, floor care and supplies so buyers can notify you automatically. Note the split on the county's bid and business opportunities pages: Public Purchase carries general purchasing solicitations, while PlanetBids carries Kern County Public Works road construction and infrastructure. Your work lives on the Public Purchase side.
Schools and colleges
- Bakersfield City School District posts all new bids, RFPs and RFQs through PlanetBids, and registering for announcements and downloads is free.
- Kern High School District distributes all invitations for bids, RFPs and RFQs online and asks contractors and service providers to register free in its online Vendor Directory for automatic email invitations. Its solicitations appear on PlanetBids portal 14319, and Business Services is at 5801 Sundale Avenue.
- Kern Community College District uses Public Purchase and requires two steps: register with Public Purchase, then register separately with the district for bid notifications. Purchasing and Contracts is at 2100 Chester Avenue.
- California State University Bakersfield posts open bids on its Public Purchase agency page, issued by its Procurement and Contract Services office.
State of California
State agency bids are posted on Cal eProcure at caleprocure.ca.gov, run by the Department of General Services and FI$Cal, and bidder registration is free. Janitorial work shows up there. One California Highway Patrol invitation for bids for comprehensive janitorial services required a minimum 5 percent Disabled Veteran Business Enterprise participation plus DIR registration. If you cannot meet a DVBE requirement yourself, line up a certified subcontractor before the bid closes, not after.
Paperwork that gets bids thrown out
Handle these before you chase a solicitation. A janitorial contractor with at least one employee and one or more covered workers must register yearly with the Labor Commissioner's Office at the Department of Industrial Relations, and must also be DIR registered as a Janitorial Services Contractor for prevailing wage work. Separately, any business located in Bakersfield city limits, or coming into the city to do business, needs a City Business Tax Certificate. It runs through June 30 each year, taxes are due July 1, and payment must be in before July 31 to avoid penalties. The Treasury Division handles it at 1600 Truxtun Avenue, 661-326-3762. If your shop sits outside city limits, CalGOLD points you to the County Unincorporated listing and tells you to verify site zoning first.
The facility clusters worth your windshield time
Bakersfield rewards route density. Pick two clusters and own them instead of driving from Oildale to Tehachapi for one 4,000 square foot office.
The downtown medical ring. Adventist Health Bakersfield at 2615 Chester Avenue is an open general acute care hospital with 253 licensed beds, and it sits within roughly 1.5 miles of Mercy Hospital Downtown, Memorial Hospital Bakersfield, Adventist Bakersfield Heart Hospital and Good Samaritan Hospital. Kern Medical is about 3.5 miles out, Mercy Hospital Southwest about 6.4 miles. The hospitals themselves usually run in house or on national contracts. Your money is the ring of physician suites, dental practices, imaging centers, labs and billing offices around them. The medical office cleaning playbook covers the compliance language practice managers expect in a proposal.
Industrial and distribution. The Tejon Ranch Commerce Center at the junction of Interstate 5 and Highway 99 south of Bakersfield is a 20 million square foot industrial development with distribution centers for Camping World, Caterpillar, Dollar General, Famous Footwear, IKEA, L'Oreal and Nestle USA, plus a Plant Prefab manufacturing facility. Warehouse work means offices, breakrooms, restrooms and hard floors, often on second or third shift. Kern County's major employer list also includes Chevron, Frito-Lay and Grimmway Farms in Arvin.
Downtown offices and property management. Downtown Bakersfield is the central business district, commonly described as the area bounded by 24th Street, Union Avenue, California Avenue and F Street. Law firms, title companies, accounting offices and the managers who control multi tenant buildings are all inside that box. North Bakersfield adds Oildale and Meadows Field, the commercial airport. Multi tenant buildings are worth the extra effort because one relationship can carry three or four accounts.
The rest of Kern County. The other incorporated cities are Arvin, California City, Delano, Maricopa, McFarland, Ridgecrest, Shafter, Taft, Tehachapi and Wasco. Fewer competitors per building out there. If you can build a half day route in Delano, Shafter or Tehachapi, retention tends to beat what you get in town.
Networking that pays off in month seven
The Greater Bakersfield Chamber was formed in 1920 and calls itself the city's main business advocate and resource center. Member benefits include mixers, ribbon cuttings, Leadership Bakersfield and an Ambassador Committee. The Ambassador Committee is the useful part: ambassadors attend new business ribbon cuttings, which is exactly when a tenant is picking a cleaner.
For a locked referral seat, Bakersfield has BNI chapters in the BNI California Central Coast and Southern Central Valley region, including BNI Bakersfield Business Partners. Only one person per professional specialty is allowed per chapter, so if the janitorial seat is open, take it. The Bakersfield Business Network meets twice a month for owners to trade leads and referrals and expects members at 75 percent of meetings. Treat that attendance rule as the price of admission. These groups produce accounts in month seven, not month two, and only if you bring referrals to other members first.
Outbound: ask for a comparison number, not the job
Outbound is where you control the calendar. Build a list from the clusters above, find the office manager, facilities coordinator or practice administrator, and call between 8 and 10 in the morning or 2 and 4 in the afternoon. Do not pitch. Ask a question that only matters if they have a problem.
"Hi, this is Rosa with ___ Cleaning here in Bakersfield. I work in the medical offices around Chester Avenue. Quick question: are you handling the nightly cleaning in house, or do you have a company in there now? Got it. When does that agreement come up? Would it help if I came by for fifteen minutes, walked the suite, and left you a number so you have a comparison when it does?"
That last line is the whole script. You are not asking anyone to fire their cleaner. You are asking for a comparison number. Expect plenty of "we're all set" before a walkthrough, which is why volume matters more than cleverness. Email follows the same logic: three short sentences, one specific detail about their building, one ask. Give your callers the script in writing so you can tell whether the list or the pitch is the problem.
Price from production rates, then prove you are responsible
Price from production rates, not a gut number. Measure or estimate cleanable square feet, set frequency, convert to labor hours, load your real burden (wages, payroll taxes, workers comp, supplies, travel between Bakersfield routes), then add margin. The square footage and frequency calculator does that math in a couple of minutes. Two local adjustments: prevailing wage applies on state and many public projects, so those bids carry a different labor line than private office work, and long drives into outlying Kern County towns need windshield time priced in.
On the proposal, lead with scope and frequency per area, not marketing copy. Include your reference list, proof of insurance, your DIR registration and your Bakersfield Business Tax Certificate number. Public buyers award to the lowest responsible bidder on references and experience, and private buyers want the same proof in a shorter format. Start from the free commercial cleaning proposal template and keep it to three pages.
Where Zotex fits in Bakersfield
Zotex Media generates commercial cleaning leads through outbound email and phone outreach to facility decision-makers, not ads or marketplaces. A lead is delivered only when three gates pass: the contact is the decision-maker for cleaning, they have a real need, and they agreed to a next step, a quote or a walkthrough. Every lead goes to one cleaning company, and the same building is never sent to two clients. Pricing is a flat $175 per walkthrough-ready lead, with no contract, setup fee or minimum, and any lead that fails a gate is replaced or refunded.
No client is working Bakersfield yet, so every lead here is new. The fit is a janitorial company billing around $500k a year or more, with someone who runs walkthroughs and proposals and crews who can staff a new building next month. If that is you, the Bakersfield leads page has the details.
Frequently asked questions
How long does it take to win a public janitorial contract in Bakersfield?
Plan on three to six months from the day a solicitation posts to the day your crew starts, longer if the award has to go to a board meeting. Registration comes first and is free, so get on the City of Bakersfield vendor list, the Kern County Purchasing Agent's Bidders List at Public Purchase, and the district portals before anything posts. Agencies notify registered vendors; they do not go looking for you.
Do I need a special license to clean commercially in Bakersfield?
California does not issue a janitorial trade license, but two registrations matter. A janitorial contractor with at least one employee and one or more covered workers must register yearly with the Labor Commissioner's Office at the Department of Industrial Relations, and DIR registration as a Janitorial Services Contractor is required for prevailing wage work. Any business operating inside city limits also needs a City Business Tax Certificate from the Treasury Division at 1600 Truxtun Avenue.
Which Bakersfield facility types are easiest to land first?
Small and mid size professional offices and medical or dental suites, because one person usually decides and the dollar value is low enough that they will switch without a committee. Churches and nonprofits are approachable but price sensitive. Hospitals, large distribution centers and government buildings are worth chasing once you have local references and the staffing depth to cover a 50,000 square foot building without stretching your crews.
Is it worth servicing outlying Kern County towns like Delano, Shafter or Tehachapi?
Yes, if you build a route instead of a single stop. Competition per building is lighter outside Bakersfield and accounts tend to stay longer. The catch is drive time, so price windshield time into the bid and do not take a small account two towns over unless you have a plan to add two more nearby within ninety days.
How much outbound volume does it take to get one walkthrough?
It varies by list quality and who is dialing, so treat it as a volume problem rather than a script problem. Most buildings you reach are already under contract, so the job is finding the small share whose agreement is ending or whose current cleaner is slipping. Track dials, conversations and walkthroughs as separate numbers so you know which one is actually broken.
